It makes even more sense when you consider that if all you wanted to do was make your subjects dependent on you, it would more sense to try to induce weakness, or fatigue, or nausea. Pretty much anything but out of control violence. Unless, of course, you value the violence for other reasons.

I mean, I'm not reading the spoilers, so maybe I'm totally wrong, but. That's my take.
