Most of the time if you take the time to point something out, its because you do see the potential of the author.
Again, yes! For me, offering (and receiving) concrit is a definite compliment; it's not "your story sucks" but more "I liked your story, but there's this one thing about it..." And it takes quite a lot of time to write out well-reasoned criticism, much more than to just say "I liked that." (Of course, *bad* criticism is easy, but I'm not really talking about that.)
