I don't think Jean used fire as a weapon, did she? I remember her Phoenix thingie flaming up around her, or above her in the sky; but it was a "manifestation of her Phoenix power", an indication that she was powering-up.

I have to admit I lost track of her story line in the end, so I'm not 100% sure.
