Or before it, for that matter, because at some point I remember Vlad mentioning that he can't read Dragaeran books if they're old enough, because the writing system has changed. So clearly there was SOME amount of innovation going on. Although, along the lines of the point you made about cyclical defense/offense in the House of the Dragon - it's not precisely that they never come up with anything new, it's just that it never goes anywhere. Which does beg the question, what's different about the Vallista house? And ... I'm not sure! It has to be unique in some unprecedented way. Hopefully we'll find out more in the next book. :D
